Opening dams won't fix river

As water levels on the Mississippi River fall to levels that threaten the flow of barge traffic, many have called for the Army Corps of Engineers to open dams on the Upper Missouri River, which would conceivably raise water levels in the problem areas of the Mississippi River, chiefly a 180-mile stretch between St. Louis, Missouri and Cairo, Illinois. U.S. Coast Guard Lieutenant Colin Fogarty says opening dams farther upstream is treating the symptom, not the cause.
