On January 28 eight Senators introduced blueprint legislation aiming at reforming immigration law. American Farm Bureau voiced its hopes that the bill would include provisions for agricultural laborers in the country illegally, as well as changes to guest worker programs.

Early press accounts called the proposed legislation “amnesty,” a term with which Senator Chuck Grassley agreed, at least for parts of the bill. Grassley says his past experiences with immigration reform cast doubt that new legislation as it is can solve any problems.
