Water Quality Trading is a fairly new idea where a regulated source purchases reductions from other sources or unregulated sources. Mark Kieser works for Kieser and Associates of Kalmazoo Michigan. He says the opportunity with water quality trading comes down to a city purchasing inexpensive nutrient reductions from land owners, farmers, and producers upstream from their discharge. I spoke with Kieser a few weeks ago at the ISA Research Conference in Des Moines.
