The US Army Corps of Engineers has begun to limit the flow of water on the upper regions of the Missouri River, which translates into less water for the lower reaches of the Mississippi River, and a possible halt to river traffic between St. Louis and Memphis. Illinois Congressman John Shimkus says he and dozens of other members of Congress have asked the USACE to reconsider and that recreation is a secondary reason to keep the river channels full.
